El Paso
Construction market intelligence for El Paso and the Texas-New Mexico border corridor — costs, Fort Bliss employment, cross-border economics, UTEP demand, and Innergy Integral's primary Texas market.
El Paso is Innergy Integral’s primary Texas market. Our Founding Principal Dustin R. Walling’s career is rooted in the border corridor — the multifamily, commercial, and data center projects in our principal portfolio are concentrated here. The knowledge we bring to El Paso construction monitoring, development advisory, and construction management is built from direct project experience in this market, not extrapolated from comparable markets and applied to the border.
El Paso’s construction economics are shaped by forces that exist nowhere else in Texas in the same combination: Fort Bliss’s military employment base, the Ciudad Juárez maquiladora manufacturing economy, UTEP’s enrollment-driven housing demand, and a residential market defined by the Paso del Norte binational community. Understanding these forces is prerequisite to underwriting El Paso construction accurately.

The Fort Bliss Effect on Subcontractor Availability
Fort Bliss obligated approximately $380 million in construction contracts in FY2024 — making it the single largest construction client in El Paso by a significant margin. When the base has major construction phases active, electrical and mechanical subcontractors who serve both Fort Bliss and the private El Paso market have their best client absorbing their capacity. Private project pricing and scheduling are directly affected.
Monitoring El Paso construction loans without awareness of the Fort Bliss construction calendar produces inspection reports that misread subcontractor schedule performance — attributing to contractor failure what is actually market capacity competition.
The Maquiladora Demand Signal
The maquiladora manufacturing sector in Ciudad Juárez — approximately 295,000 workers producing automotive components, medical devices, and electronics for the U.S. market — generates demand for logistics, warehousing, and distribution infrastructure on the El Paso side of the border. This demand tracks U.S.-Mexico trade policy and automotive industry cycles. The nearshoring trend of 2022–2025 drove significant growth in El Paso’s industrial and logistics construction pipeline as manufacturers reduced Asian supply chain dependence.
