The Fort Bliss Effect on Subcontractor Availability

Fort Bliss obligated approximately $380 million in construction contracts in FY2024 — making it the single largest construction client in El Paso by a significant margin. When the base has major construction phases active, electrical and mechanical subcontractors who serve both Fort Bliss and the private El Paso market have their best client absorbing their capacity. Private project pricing and scheduling are directly affected.

Monitoring El Paso construction loans without awareness of the Fort Bliss construction calendar produces inspection reports that misread subcontractor schedule performance — attributing to contractor failure what is actually market capacity competition.

The Maquiladora Demand Signal
